Records
vital to the AF. document official business, keep an account of an organization's activities, and are the basis for future actions. maintained at all levels within an organization. each level is responsible for the complete, accurate, trustworthiness, and ease of accessibility of their records
Air Force Chief Information Officer (SAF/A6 & CIO)
- Overall responsibility for the AF records Management Program - develops overall program policies and guidelines
Air Force Records Officer (AFRO)
- Administers the AF Records Management program for the CIO - Represents the SAF on records management issues and oversees disposal requirement legalities - develops and issues policies governing life-cycle management of AF records - publishes the Records Disposition Schedule (RDS) authorizing disposal of official records and directing the prompt and proper disposition of temporary records, retirement records, and retirement of permanent records.
Command Records manager (CRM) and Agency Records Manager (ARM)
- appointed by the MAJCOM commander - manage AF Records Management Program within their command/agency - develop and provide a training program for newly appoint Base Records Managers
Base Commanders/ Civilian Directors
- ensure implementation of AF Records Management within their organization at base level - appoint in writing a Base Records Manager (BRM) to manage the program ~ BRM requirements: GS-9 or E-7 (MSgt)
Base Records Manager (BRM)
- administers the installation records management program - ensures proper processing and completion of all AF Data Calls/Records Searches as applicable - investigation and processing of unauthorized destruction of records or lost records - completes a base Program Self~Assessment (SAV) every 24 months and send official report (signed by Base Commander) to CRM/ARM - Develop the Base's Vital Records and disaster and recovery plan
BRM duties fall into three major categories
- Training ~trains all records professionals within 3 months of assignment on the records management program, Air Force Records Information Management System (AFIRMS) and Electronic Records management (ERM) - providing assistance ~ assists the Function Area Records Managers (FARMs) the chief of an office of records (CORs) and Records Custodian (RCs) on any records managements issues. - managing staging area ~ Overseas and manages the base staging area for temporary storage of records pending destruction or transfer to a deferral records center.
Functional Area Records Manager (FARM)
- First point of contact for the Records Management program within the squadron - monitor the RM program in their unit/functional area and serves and a liaison between the RM and the organization - Aid and assist each COR and RC in maintaining and disposing of Records - Completes a squadron program Self~Assessment every 24 months. send official report to BRM - Recommended minimum grade is GS-05 or SrA (5 level) or higher based on span of control. - must take role based FARM training annually
Chief of an office of records (COR)
- Have knowledge of the official records they are accountable for. (usually the highest ranking person, officer, enlisted, or civilian of the office) may be delegated to a lower level - responsible for the physical and legal custody of all records the office creates or receives, appoints a RC and ensures RC attend record management training. - can also serve in dual role as a TC - must take role based COR training annually - approves the file plan (COVER SHEET)
records custodian (RC)
- Maintains services and disposes of the office records - accountable for active and inactive unclassified and classified records - ensures eligible records are promptly prepared to retire or transfer in accordance with the records disposition schedule (RDS) of each record and within AFIRMS - must take role based training annually
Users (Record Holders)
- create, declare, file, ad protect official unclassified and potentially classified records - comply with an respond to FARM/RC requested search actions for all records in response to AF data calls - protect FOUO, PA, PII, sensitive and classified records IAW all applicable and appropriate guidance.

what constitutes an official record?
the AFRO is in charge of creating a RDS; this gives clarification of the length of time an office is supposed to keep a record. within the RDS lies tables and rules that will categorize all official records.
file plan
a plan designating the physical locations where and agency's files will be maintained, the specific file, and the organizational elements having custodial responsibility.
active files
active files are the records an office uses frequently in current business.
cutoff
a term used for separating active records and inactive records.

the actions taken regarding records no longer needed for current government business, including transfer to agency storage facility or FRC, transfer from one federal agency to another, transfer of permanent records to the national archives and disposal of temporary records

Staff Assistance Visit
