Operation Risk Management
The process of dealing with risk associated with military operations
ORM Naval Vision
To optimize operational capability and readiness by managing risk to accomplish the mission with minimal loss.
ORM Process
(I Am Making It Safe) 1. Identify Hazards 2. Assess hazards 3. Make risk decisions 4. Implement controls 5. Supervise
Identify Hazards
1. Conduct an operational analysis -List the major steps of operation. 2. Conduct a preliminary hazard analysis -List the hazards associated with each step. -List the possible causes of the hazard.
Assess Hazards
Determine the degree of risk for each hazard in terms of severity and probability.
Make Risk Decisions
1. Develop controls to eliminate or reduce the risk until the benefit outweighs the risk. (Benefit > Risk) 2. Determine residual risk. - Assess each risk again with the controls in place to determine residual risk. -Make risk decision.
Implement Controls
Incorporate selected controls into standard operating procedures, briefs, training, and rehearsals.
Supervise
-Enforce standards and controls -Remain alert for changes and unexpected developments. -Take corrective action when necessary.
Four ORM Principles
(3AM) 1. Accept risk when benefits outweigh the cost. 2. Accept no unnecessary risk. 3. Anticipate and manage risk by planning. 4. Make risk decisions at the right level.
Brainstorming
The concept of involving multiple people in the decision process, allowing for different perspectives of potential problems and solutions.
Hazard
A condition with the potential to cause injury or death to personnel, property damage, or mission degradation.
Risk
An expression of possible loss in terms of severity and probability.
Risk Assessment
The process of detecting hazards and assessing associated risks.
Severity
The worst credible consequence which can occur as a result of a hazard.
Probability
The likelihood that a hazard will result in a mishap or loss.
Control
A method for reducing risk for an identified hazard by lowering the probability of occurrence, decreasing potential severity, or both.
Risk Assessment Code (RAC)
An expression of the risk associated with a hazard that combines the hazard severity and mishap probability into a single numeral.
Levels of application
-Time-Critical - Deliberate - In-depth
Time-Critical
Mental or oral review of the situation using the 5-step ORM process that is not recorded on paper.
Deliberate
Application of the complete 5-step process that is recorded on paper.
In-Depth
The deliberate ORM process with a more detailed risk assessment. Professional expertise will likely be needed.
Benefits of ORM
-Reduction in mishaps -Improved mission effectiveness
