How is a portable tank different from a cargo tank?
They are not permanently attached to a vehicle and they are loaded or unloaded while off of the vehicle. Portable tanks must also show the lessee or owner's name and they must display the shipping name of the contents on two opposing sides.

Cargo tanks are bulk packaging permanently attached to a vehicle. Cargo tanks remain on the vehicle when you load and unload them. Portable tanks are bulk packaging that are not permanently attached to a vehicle.
